IRS Published Revised 8823 Guide
On September 25, 2009, the IRS released its
revised 8823 Guide. These revisions include the changes brought about with
the passage of HERA, the recent changes to the HUD Handbook 4350.3, and
the final utility allowance regulations updated in Treas. Reg. 1.42-10.
The revisions also include corrections and clarifications to the existing
text. Changes were not made to Chapters 3, 7, 13, 19, or 20.
